Dr. William Stenzel originally directed
the effort that led to three separate versions of the manual, one
each for municipal police departments, county sheriff's offices,
and state patrols. The methods have been used by law enforcement
agencies from across the United States for more than 15 years to
estimate personnel requirements. NHTSA selected Anacapa Sciences,
Inc., to, 1) evaluate the current validity of the PAMs, 2) modify
the underlying mathematical models, where necessary, and 3) develop
an automated, state-of-the-art version of PAM for use by law enforcement
agencies.
Our research found that the mathematical
models on which the Police Personnel Allocation Manuals were
based are as valid now as they were when they were developed for
NHTSA by the Northwestern University Traffic Institute in 1991.
The research also found that there is increasing demand among law
enforcement agencies for systematic and credible methods for estimating
requirements and allocating personnel. Further, many of the experts
interviewed during the study reported that a computer-aided version
of PAM would overcome the usability obstacle and be widely accepted
by law enforcement agencies. Anacapa Sciences developed the computerized
version of PAM for NHTSAs Enforcement and Justices Services
Division to provide agencies with a systematic method for estimating
patrol requirements.
